Adequate Watershed for Winsted
The fact that Highland Lake has increased its stage 36 inches in the last month, due to the tunnel gates being open, permitting the waters of Rugg Brook Reservoir to enter Crystal Lake and then Highland Lake, is considered conclusive evidence that Winsted, Conn., has an adequate watershed, provided the town had control of Mad River water heights, now owned by individuals interested in manufacturing, says a local paper. Highland Lake has steadily risen since the stream running through the tunnel caused Crystal Lake to overflow and recently the waters registered five feet three inches below high-water mark, having gained four inches in the preceding 24 hours. With control of Rugg Brook Reservoir, Superintendent of Public Works Crossman feels certain that he could keep both lakes practically full the year round. Many citizens favor giving Superintendent Crossman the authority, even if the courts have to be resorted to.
