This position is ideal if you are looking for an opportunity to direct and implement a national-level training program in the area of fire/arson and explosion investigation where you will design, develop, and provide instruction to Federal, state, local, tribal, and foreign fire/arson investigators. This position starts at a salary of $89,924 (GS-13). EMERGENCY ASSIGNMENT:Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

KEY REQUIREMENTS

DUTIES:

Typical assignments include:

  • Review and development of USFA/NFA’s fire/arson and explosion investigation curriculum.
  • Coordination and delivery of USFA/NFA’s fire/arson and explosion investigation curriculum in classroom and distance learning methods.
  • Oversees maintenance and operations of the NFA live fire demonstration facility.
  • Serving as the USFA/NFA principal fire/arson and explosion investigation technical expert to a wide variety of internal and external organizations.
  • Represent the USFA/NFA on national committees and working groups as the USFA training program area subject matter expert.

QUALIFICATIONS REQUIRED:

This position has an Individual Occupational Requirement. Applicants must meet this requirementandthe specialized experience in order to be considered qualified.

Undergraduate and Graduate Education: Major study — education or a subject area related to the position to be filled.

OR

Experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).

  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.

  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

in addition to meeting the above Individual Occupational Requirement, you qualify for this position at the GS-13 level (starting salary $89,924) if you possess the following: One full year of specialized experience at the GS-12 level that demonstrates the following: Experience serving as a public or private sector fire investigator and/or experience serving as an instructor at a fire service or law enforcement training facility or as part of a college-level fire science or criminal justice curriculum.

  • Ability to monitor national fire/explosion/arson investigation programs, issues, and trends.
  • Ability to manage multiple complex fire/explosion/arson investigation related projects, programs, conferences, and/or meetings.

  1. Best Qualified:Applicants possessing a background that demonstrates a superior level of all evaluation criteria.
  2. Well Qualified:Applicants possessing a background that demonstrates a satisfactory level of the evaluation criteria.
  3. Qualified:Applicants possessing the basic qualifications, with general knowledge, skills, and abilities.
