TO FIGHT BASEMENT FIRES.
At Oakland, Cal., an ordinance requiring all buildings having basements to be equiped with openings through the floor of the first story, cased with sheet metal and plugged with brass, through which a revolving hose-nozzle may be thrust, in case of fire, was recommended to the city council by the board of works. Chief Ball, of the fire department, is sponsor for the ordinance. The apparatus, which will be thrust through the openings in case of fire, is so arranged that everything within 20 ft. may be thoroughly drenched. The openings are to be about 8 ins. in diameter, and the brass caps will assist in locating the fire, since this metal conducts heat readily.
