Washington, D.C. – The National Emergency Number Association (NENA) the nation’s 9-1-1 Association, issued an open letter and position paper to concerned citizens and leaders in support of a public policy blueprint for the advancement of Internet-based service offerings for 9-1-1.
Participating in the recent Federal Communications Commission’s (FCC) VoIP E9-1-1 Solution Summit, NENA representatives stated the need for a comprehensive long term technical, operational and public policy strategy to match emerging short term intermediate solution sets being made available to address VoIP 9-1-1 capabilities.
“A common vision, migratory path, and public policy framework is needed to know not only what is possible in VoIP and 9-1-1, but equally what is improbable, and even unacceptable to all parties as we go forward in this critical endeavor” said, Roger Hixson, NENA’s Technical Issues Director.
NENA目前接触行业,公共场合policymakers and the public at-large in an open, inclusive process to strengthen the nation’s 9-1-1 system. Working with Internet Engineering Task Force (IETF) personnel, NENA is coordinating national and international considerations for ubiquitous VoIP E9-1-1 service.
Supporting an E9-1-1 and VoIP vision, NENA Committees are calling for involvement, leadership and exploration in 9-1-1 like never before.
NENA believes in the adoption of core principles to foster greater technological innovation, more timely demand of service and better understanding of the economic, legislative and regulatory options available to promote a fully functional 9-1-1 system that responds any time, anywhere from every device.
NENA has adopted the following core principles for Internet Protocol Services and Applications for 9-1-1:
- Establish a National E9-1-1 VoIP Policy
- Encourage Vendor and Technology Neutral Solutions and Innovation
- Retain Consumer Service Quality Expectations
- Support Dynamic, Flexible, Open Architecture System Design Process for 9-1-1
- Develop Policies for 9-1-1 Compatible with the Commercial Environment for IP Communications
- Promote a Fully Funded 9-1-1 System
“These principles are intended to serve as a blueprint for all parties, as we assess the implications and opportunities of IP technology based services and applications on 9-1-1,” said Richard Taylor, President of NENA.
Providing an update and status of the VoIP marketplace as it relates to 9-1-1, NENA will co-host a series of Critical Issues Forums to examine the ongoing work and progress within the 9-1-1 community and industry groups, as well as provide details on the path forward to resolution. The first Forum will take place in Baltimore, Maryland on April 25-26.
