"The last installment of hose—comprising eight hundred feet—has been received from the firm of Samuel Eastman & Co., of East Concord, N. When we say that the Borough has received from this firm the best line of hose the Department has ever had we but echo the opinion of leather experts, Firemen and citizens generally, who have been interested in the hose question, that has agitated the public mind for some time. The order for hose given to Eastman & Co. was the second one given to hose manufactures within the past three months. The first order was to the firm of Harrow & Turner, of New York, for 2400 feet to be made from the best oak tanned leather, and to withstand a water pressure of 180 pounds to the square inch. When the hose arrived it was examined by Messrs. Tracy, Rudy and Wecker, gentleman who have had years of experience in the manufacture of leather, and upon examination of the hose furnished by Harrow & Turner pronounced it to be made from an inferior quality of leather, rating it as second and third grade. Some of the links had patches on to cover weak spots, while nearly every link showed many d fects, one having upwards of forty. When the hose was tested its unfitness for fire duty was demonstrated when under pressure, varying from 40 to 160 pounds, section after section gave away until the entire 2400 feet was placed “ hors du combat.” Upon the report of the Committe of Tanners and the Fire Committee to the Council, the hose was rejected and ordered to be sent back to Harrow & Turner, whom we understand have instituted legal proceedings to compel the Borough to accept and pay for the condemned hose. If Harrow & Turner had fulfilled their agreement as well as Eastman & Co. did, there would be no need of resorting to law. ”
