Dr. John A. Leighton, city veterinarian, has been removed by Comptroller Predergast. It is alleged by the comptroller that Dr. Leighton certified to false valuation of horses furnished to the New York City water department by Fiss, Doerr & Carroll. Leighton’s removal discloses the fact that the city has in ten years paid to Fiss, Doerr & Carroll $2,000,000 for horses used in three city departments. Horses bought for the fire department during that time have cost the city $333,147.50, or about $325 each. Dr. Leighton asserts that these horses are used but a short time and then sold at from $10 to $75 each.
