Chief F. E. Henderson Retires
Chief Frank E. Henderson, of St. Louis, Mo., very recently retired. He was succeeded by Director of Public Safety Charles E. Swingley, who will combine the offices of the fire chief and safety director for three or four months and then will retire permanently from the city service. District Chief William G. Panzer will then become chief of the department.
