Department of Homeland Security (DHS) Secretary Janet Napolitano announced more than $1.8 billion in Fiscal Year (FY) 2010 Federal Emergency Management Agency (FEMA) preparedness赠款designed to help states, urban areas, tribal governments and non-profit organizations enhance theirprotection, prevention，对与潜在的恐怖袭击和其他危害相关的风险的反应和恢复能力。
