National Association of State Fire Marshals Speaks Out on Terrorist Attacks

October 18–The world will never forget the images of the crumbling twin towers of the World Trade Center and the smoke pouring from the collapsed wall of the Pentagon. But the true symbol of this horrific chapter of American history should be the extraordinary bravery and charity of our people. The cowards who engineered and implemented these terrible acts have seriously underestimated this Nation.

In New York and Washington, emergency personnel well understood the dangers they faced, yet they never hesitated to do their jobs. Thousands have died, but many thousands more lived because of the firefighters, police officers, and others who were just doing their job.

We have no doubt that the crews of the four flights fought the terrorists to the best of their ability. Airline passengers have no such obligation to ensure public safety. We can only marvel at the strength and courage of the passengers on United Airlines Flight 93 who died, determined that their flight would not be part of a fourth attack.

Our prayers and hopes must also be with law enforcement personnel worldwide who risk their lives as they seek to bring these cowards to justice.

Through it all, Christians, Jews, Muslims and other people of faith worked together to protect life and property. Their strength and decency in the face of overwhelming adversity, not the crumbled buildings, are the symbols we all should remember.

Department Studying Tape Shot September 11

New York City, October 16, 2001–A 90-minute videotape shot by French documentary filmmakers in the lobby of 1 World Trade Center on September 11 is being studied by Fire Department of New York investigators, according to a Daily News report. Reportedly the tape shows dozens of firefighters–entire units-reporting into the lobby for their assignments.

The filmmakers also turned portions of the tape over to the Federal Bureau of Investigation.

Reportedly, the filmmakers are negotiating with media companies for broadcast rights; however, they said sensitivities of the families who have lost firefighters in the World Trade Center attacks will be major considerations in their decisions.

The FDNY Safety and Operations Division has the tape, which is being studied as part of the department’s internal investigation.

Meanwhile, FDNY has been attempting to tape audio interviews with surviving firefighters for its internal investigation. The project is opposed by the firefighters union, which is troubled by the presence of officials from the department’s Bureau of Investigations and Trials, and not by fire safety officials. The Uniformed Firefighters Association issued a memo telling members they do not have to cooperate with the project.

FDNY officials say the union is overreacting and that the objective of the audiotape project is to get a better understanding of where fire officers and companies were at the time of the towers’ collapse.

World Trade Center Update

New York, October 15, 2001–At Ground Zero at the World Trade Center site, more than a thousand construction workers continue working in 12-hour shifts. Among them are hundreds of firefighters, police officers, and National Guardsmen.

Various types of hazards challenge the workers. In addition to the long-standing dangers posed by debris, potential collapses, and ever-present hot spot fires, there is concern about the retaining wall holding back the water of the Hudson River in the PATH station below the building. Engineers and crews have been working to pump out water in an effort to reduce pressure against the wall.

In the month since the attacks on the World Trade Center, the Fire Department of New York (FDNY) unit responsible for executing funeral protocols for members has had to coordinate more than 150 funerals/memorial services to date. On some days, more than a dozen FDNY comrades were laid to rest. And many more services will be held within the coming weeks, considering that more that 340 firefighters have been confirmed dead or are missing.

The enormity of the responsibilities of both planning and attending these services has been taking a toll on FDNY firefighters physically and emotionally. Not only are they tired and drained from the shock of the disaster itself, response efforts, and rescue/recovery operations, but they are mourning the loss of so many of their FDNY brothers-some relatives as well, and all friends.

Addressing the realities of the situation, Cardinal Edward Egan, in his sermon yesterday at St. Patrick’s Cathedral, urged that we keep hope in our hearts. He noted that never before has the need for hope been more critical. Hope is evident, he added, not only in church but in the brave and unselfish individuals who responded to the tragedy.
