The course adopted by the waterworks department at Wilmington, Del., in refusing to accept bids for the construction of a new filtration plant, after the specifications have been prepared and the bids asked for, is deplored by the local medical men, who will probably take action in the matter at the forthcoming meeting of the New Castle County Medicine society. Dr. John Bastion, coroner’s physician, says: “We must drink water polluted with the refuse of Rising Sun. I paid a visit to that section last Sunday and was satisfied from what I saw there that conditions are as bad as they can be. All kinds of refuse find their way into the stream at that point. I noticed a flock of thicks near the stream, and their puddle was not over twenty feet from the water’s edge. The heavy rains had washed all the dirt and refuse from the puddle to the stream.” The action of the water board, in view of the prevalence of typhoid fever and the fact that the residents are compelled to drink polluted water, is considered unwise, especially in the face of the report of City Bacteriologist Robin on the condition of the city's water supply. More than a year ago the water commissioners decided to adopt the slow-sand process of filtration, and prepared to build the works accordingly, and everything has moved along serenely until W. W. Knox, a new commissioner, was appointed, and politics intervened. He and another of the water commissioners are of one political creed; the third is of another. On this account, therefore, it is claimed, the majority of two must be looked upon as the proximate cause for the postponement of immediately getting to work on the filtration plant. The preliminary fitters are now in course of construction and will soon be put in operation.

Light rains at Graham, Tex., have failed to relieve the demand for water and the problem of supply is becoming serious in some sections of the county. In Graham nearly all the cisterns have been exhausted, and creek water has been substituted.
