The mayor of Richmond, Va., thus speaks of the water conditions in that city: “Numerous analyses of our drinking water made by distinguished experts have demonstrated its purity, and our chief efforts should be directed to the work of preserving it from contamination, its clarification, and supplying it in such abundance as to meet all demands. It is confidently believed that the settling basins, which were begun some years ago, and have been completed at considerable cost, will accomplish this end. These basins will hold 5200,000,000 gal. of water drawn directly from the river, and this water will be less subject to contamination than the waters of the canal now used. In order to provide a flow of water frcm the settling basins to the pumps the contract for the building of a conduit or flume was let nearly three years ago. It is a matter fresh in the minds of the council that this work was a total failure. The evidence adduced in the recent investigation shows that there was unfaithfulness, inefficiency and neglect both on the part of the contractors and the employes of the city. A large sum of money has been paid out on account of this work, with but little benefit. Whether the city can recover from the contractors .any portion of the money expended on account of the construction of the flume is a question which will he litigated in the cross-actions now pending in the courts. The building of a new conduit is now under consideration, and it is hoped that the work will be done with all reasonable expedition.”
