Career members are not detailed nor assigned to supplement volunteer stations manning nor staffing. These members are off-duty able to carry-on whatever they choose in their personal life. In other counties in Maryland like Prince Georges and Montgomery, career personnel are assigned to work in volunteer houses. They “answer” to volunteer officers. Their JOB is to get volunteer pieces on the street. These companies are supplied with county owned units, trucks, engines and ambulances, and county employees, firefighters, equipment drivers, and paramedics, to supplement staffing and manning of volunteer response profiles. In some instances, volunteers have “bumped” career personnel off responding apparatus. This has caused tension between career members working in a few volunteer houses. Please understand, animosity between neighboring stations, career to volunteer, does exist and does not help the citizens we protect and serve.

Our system is comprised of 12 full-time crossed trained paramedic/ EMT-A firefighters on the floor with 3 supervisory positions. This is augmented by 62 professional volunteer firefighters. The service attended to aproximately 1500 medical and 350 fire responses in 2001. The system is not without its share of difficulties, however we strive to remain open to everyones concerns and desires whether career or volunteer. This is sometimes difficult but in the end we have a well rounded well trained and cooperative team which is focused on the needs of the customers we serve.”

“Yes they do work. Case in point: Westfield NJ has a combination dept. that works very well together. You must be a paid firefighter to be making comments like that or you wouldn’t be making so much sour grapes. (Ed. Note: Nope. I’m a volunteer.) In today’s age with fire calls, or should I say the number of working fires dwindling and the more ems calls that paid and vol depts have to run, plus not to mention the saliers and benefits that towns have to pay, you’re lucky the towns don’t lay off paid men because it has to keep raising taxes to help pay for everything.”

“Yes if they have a good management structure that is supported by a strong governing body. They also will work well when housed in the same stations if they have a strong disciplinary procedure that won’t tolerate rivalry between the different sanctions. More counties and states across the country should look strongly at this to better their fire/EMS protection for a public that is deserving of 100% protection and ems support. To make an ultimately good service for our public we should use a county-wide fire/EMS theory rather than Dept. A hiring its own staff and then Dept. B hiring, etc.”

“是的。They do work if the relationship between the paid and volunteer firefighters is good. I am from a small combinaton department. There are six paid firefighters and a paid part-time chief there are also fifteen volunteers. Over the years, the fire department has grown from an all volunteer department to having firemen eight hours a day, then twelve hours and finally twenty-four hours there are just two paid guys on shift at a time. The volunteers come to increase staffing. All of the paid men started in the volunteer ranks. Not all of the volunteers are excepted, but it is because of their lack of motivation [that] they consider themselves seperate. Even though we are a combo department, we all wear the same uniform and do the same job. We are still brothers.”

“是的。I believe that a combination system can work and does. In Wallingford we run a combination system out of separate stations which is very successful with a minimum of tension. The career staff has a dedicated response area in the center of town but also responds to calls in the volunteer response areas in the outlying parts of town. They are dispatched with the appropriate volunteer unit(s) and either responder can be IC depending on arrival times and incident needs. The volunteer Rescue is the town wide RIT unit and a good part of the career staff are former volunteers in town. A commitment from the career Chief really makes this system successful.”

In our area of upstate South Carolina, most fire departments have seen a steady decline in the number of persons who are willing to meet training the requirements and respond to the increased call volume to protect their neighbors lives and property. During the daytime hours from 6:00am until 6:00pm, it is virtually impossible to get an
apparatus out of a station with a full crew. The fact is, most departments must run with one or two other stations to have enough personnel to safely and legally operate. By having some fulltime personnel available, a smaller response from volunteers is not as critical and in most cases, the fact that some full time personnel are responding also seems to boost the confidence of many volunteers. Full time personnel are also able to relieve most of the non-emergency duties from volunteers like,apparatus maintenance and cleaning, station maintenance and cleaning, hydrant maintenance, pre-fire planning and inspections and the list goes on. Combination departments have been a great assets in our area, but if we don’t start having a change of heart in this country with people becoming more willing to help their neighbor, the combination department will soon become history and taxes will go up as fire stations have to become fully staffed with paid firefighters to respond to our neighbors emergencies!”

The paid companies have their own stations (about 21) and the volunteers have their own stations (about 31). The volunteer companies are independent organizations incorporated in the state of Maryland. Operationally, the volunteer companies come under the command of paid Battalion Chiefs, and the county Fire Chief (paid), when on the fire ground. They run their own stations and buy their own apparatus and equipment. They receive a meager annual allowance from the county. Most of the annual budget comes from fund drives and fund raisers. There is a friendly rivalry between the paid and volunteers to see who can put out the fire. Over the last 30 years, all the other metropolitan counties around Baltimore and Washington have put paid men in the same stations with volunteers. In every case, the recruitment and retention of volunteers has fallen. In some cases, what started as volunteer stations 60 to 90 years ago, there are zero volunteers remaining. They were driven out of the stations.”

“不。I work for a small career dept. in NW PA. Most people think we’re volunteers, but we have 7 full time and 7 part time firefighters. When you have a combination dept., from what I have seen, the City Council looks at the paid men and wonders why it is paying these men when it could get someone to volunteer for free. The paid career firefighters struggle to not only keep their jobs, but also try to get more men to help them out, and the voluteers, no matter what job they have, cannot or will not, respond during the day. This leaves the paid firefighters wondering if they will get any backup, and the city council, unless a firefighter dies, will try to cut costs, and firefighters to balance its budgets.”

“This is not a black and white answer, it falls in the middle of yes and no. I have volunteered in CT. where the dept. is a small paid dept, about eight per shift, with a large volunteer base. This dept., the combo worked well, because the volunteers are very active, and work alongside the career guys. As long as the volunteers support the career guys, and vice versa, when there are meetings about the budget, and other finances, the city council will usually support and give more to these deptartments. If the city has a good council, it will understand that it is saving money on manpower, and maintaining the same quality response as an all paid dept. With the saved money, they can allot more funds to vehicles and equipment. If a brotherhood can’t be established between the career guys, and volunteers, then of course the city council will try to break up the career, and go all volunteer. I work for an all paid dept. in FL, and we do not have volunteers, which also works well. The key to having a smooth operating fire company is a strong brotherhood! It doesn’t matter if your company is a career/volunteer, all career, union or non-union. The fact of the matter is that we are all brothers, and sisters, and until we can ALL work together, and stop bickering, we will always run into trouble with short-staffing, poor equipment, lousy benefits, and anything else the city council can keep from us. The bottom line is that every single one of us does the same job, and every single time we enter our firehouses, we stand the risk of sacrificing our lives for another.
In conclusion, my answer would be it doesn’t matter, we are all dealt a different hand in life, and what we choose to do with it is our own choice. I just hope we all do what is right, for all the people we choose to protect!

“No, but they can. A twelve year observation of several dozen combination systems around the country (as well as my involvement with two different combination departments) leaves me of the opinion that combination departments DON’T work. Politics, personal needs, and operational safety issues contribute to the challenges of combination departments.
Can they work? Yes – but only in an environment with very clear expectations, disciplined SOGs and evolutions, strong leadership, and mutual respect. Failure of just one of these areas leads to the breakdown – making combinations departments so fragile (and, unfortunately, less than safe). To achieve this, more often than not, the day-to-day leadership (Company Officer to Chief) must be career.”
