Supt. Snyder, of the department of school buildings, has reported to the building committee of the New York city board of education the following precautionary measures, which in his opinion should be taken to safeguard each school building in Greater New York and its occupants in case of fire:
(1) A sufficient number of fireproof stairways and exits to permit of its occupants vacating same in not more than three minutes in nonfireproof and not exceeding three and a half minutes in fireproof structures. (2) All wood stairs to be replaced with those of fireproof material, exception being made in the case of small frame schools in outlying sections where ample means of exit are otherwise provided. (3) All terminals of fire-escapes to be to the street where possible, otherwise, if to a court or yard, there must then be proper egress to the street without crowding any exit used for other stairways. (4) All stairways not less than 3 ft. wide or none more than 6 ft. without an intermediate handrail. (5) The ceilings of all cellars and basements and all wood ceilings of non-fireproof buildings to be fireproofed either with metal, or plaster board, metal lath and plaster, or some similar effective material. (6) No wood inclosure about boilers, machinery, pumps, etc. (7) All classroom doors to open into the rooms. All stair-doors above the first floor or basement where exit is had shall open into the stairway following the line of the flow of pupils and out at the first floor or basements towards the exits. All exit-doors to open out. All gates to open clear and be provided with locks, so that they can be kept locked, open and back, during school hours. (8) All ladders to rcofs, no matter whether to attic and thence to scuttle at bulkhead or direct, shall be of iron, (9) Discontinue all connections between the main floors and boiler, engine, or storerooms in cellars, access thereto to be from the outside of the buildings. (10) All wood chutes or shafts to be made fireproof. (11) All clothing hung in the open hall or on a stairway to be removed, hooks taken down, and provision made elsewhere.
