It may join with this city precisely as if there was but one district created, which shall assume its share of the total expense of development, including all that this city has ever expended in securing title and developing the property, and get its water at cost. Or, on the other hand, San Francisco may complete the development at its own expense and sell at wholesale to the east bay district and others. That, however, would not give the water at cost, for if this city assumes the entire burden and risk of development and maintenance it would expect, in payment for the risk, the same profit that a private corporation would expect.”
