THE GROUT-STURGIS IMBROGLIO.
Thews is very little doubt that the chief object of Comptroler Grout’s anxiety to show up violations of the law in some of the city departments, such, for instance, as that over which Fire Commissioner Sturgis presides, is due at least as much to his desire to boom himself for mayor next November, as to any earnest zeal for the protection of the taxpayers of New York city. That, however, does not excuse the fire commissioner from failing to conform strictly to the law in every respect. It is very unfortunate that Mayor Low should not have removed Commissioner Sturgis before this, and equally, if not more unfortunate that he still shows any hesitancy in the matter.
