Chief Parris, of the Washington, D.C., Fire Department, has submitted his annual report to the commissioners of the district. The discipline of the department, he says, is excellent, a strict observance of the rules being invariably required. There were during the year 241 alarms of fire. The estimated loss was $202,441, covered by an insurance of $145.139. against a loss of $338,770, covered by an insurance of $209,233 for the preceding year.

The chief recommends an increase of 25 per cent, in the pay of all employees of the department. In regard to the need of new apparatus and more companies he is very urgent and says:
