Newark’s Perplexed Water Question.
THE city of Newark, N. J., has, upon the report of the engineering experts, Messrs. Fteley and Jacobson, voted to make the first payment of $4,000,000 to the East Jersey Water Company, provided, however, the East Jersey Water Company file a bond of $500,000 as a guarantee against any defects in the work. The amount of the bond named by the engineer experts was $300,000. The board of public works, however, concluded to make it $500,000. This bond of $500,000 will stand, with $2,000,000 as entire security for faithful performance and completion of contract with the city of Newark.
It appears from the report of Messrs. Fteley and Jacobson that this sum of money is ample security for the complete performance of the contract exclusive of water rights, of which they have not sufficient data upon which to base a reliable opinion. The report further repeats that which was formerly stated February 13, 1892, that the system of supply provided by the East Jersey Water Company is not sufficient and that tne work is not fully completed, that the pipe line has not been tested, that the special high service has not been connected. That upon testing the system of pipes the security sum may be reduced to $2,000,000.
