The bulletin states the fire department is handicapped from the fact that most of the companies have but one man on duty to each piece of apparatus responding to fires during meal hour periods, so that the assignment of addition full paid men is of importance; about one-half of the required number of additional full paid firemen could be provided for with the funds now expended on the call force, and the introduction of additional motor apparatus, an urgent need in the fire department, would result in some additional men being made available for actual fire duty, besides reducing the cost of maintenance. The probability of serious fires occurring from weak construction in the principal mercantile district is too great to warrant further delay in amending the building laws, says the bulletin, and it was suggested that the Manchester Publicity Association appoint, from its membership, a standing committee on fire prevention, for the purpose of cooperating with the city officials in making such investigations as may be necessary, as it is believed that the entire cost of making the more important improvements would be a small item as compared with the benefits to be derived from the added security against disastrous fires.
