With liberal deference to the wisdom and business foresight of the mayor and the fire and water commissioners of every municipality, it cannot be claimed that they are, as a rule, practical men in the sense of being able to pass technical judgment. No city executive or commissioner ever takes final action upon procuring any adjunct to a fire or water department without first conferring with the chief of the fire department or the engineer of the water system. This is not only proper, but it is absolutely necessary. Neither the mayor nor the members of a commission are expected to possess technical knowledge of these apparatus, for the reason that they are elected to office from year to year, and the constant transition precludes their acquiring the knowledge that would equip them to act alone with safety. On the other hand, the chief of a fire department and the engineer of a waterworks invariably are men of broad experience, gained by years of study and practice. Without this qualification they would not be where they are. And while FIRE AND WATER ENGINEERING goes into the hands of mayors and members of commissions as well, it is more zealously used as a hand-book and guide by the chiefs and engineers who peruse its advertising pages in order to keep informed on all new appliances that are placed on the morket. With full appreciation of this fact it has been and will continue to be the purpose of this publication to present its advertisements in as artistic and attractive form as the printing art will warrant, at the same time endeavor to make the editorial section as nearly inviting as possible. With this plain heart to heart talk with our patrons, FIRE AND WATER ENGINEERING wishes all a Merry Christmas and Happy New York.

It certainly is not becoming for a newspaper to attempt to divert attention from the culpableness of its home city by pointing the finger of scorn at another. Newark differs from no other city in respect to inflammable structures or so-called firetraps. These may be found in every community, and it only requires a small mishap to prove the truthfulness of this statement. Another similitude is that Newark, like most other cities, depended too much upon its fire department and too little upon its building inspectors. This was plainly shown when one of the inspectors testified at the recent High street fire inquest that Chief Astley should have notified the inspector of the dangerous condition of the firetrap. It looks as though all the city departments were expected to contribute toward making the office of factory inspector of Newark a sinecure. It is fortunate, however, that Newark has a man at the head of its fire department who knows his duties and attends to them. It is equally deplorable that Newark has not a factory inspector who is similarly fitted for his office. But there is something doing now among the attaches of the New Jersey building department. The recent holocaust in Newark, replete with horror as it was, is having a beneficial effect in other cities. Officials whose business it is to look after fire prevention are bestirring themselves, or at least are making a feint at performance of their duties. It now behooves those “higher up” to keep their subordinates from performing any somnambulistic feats at the expense of precious lives. The perfunctory manner in which these officials perform their work is enough to condemn them and cause their summary removal. The fact that such officials must be constantly watched is a lamentable commentary on man’s inhumanity to man, and the sooner such derelicts are supplanted, the sooner firetraps will be wiped out.
