FIRE AND WATER
ZTHE annual report of •Col. George H. Elliott, U. S. A., to the chief engineer in charge of the Washington aqueduct, appears in this week’s issue. It is very interesting reading, and brings to notice difficulties encountered of more than ordinary character. The water of the Potomac is largely charged with sediment, and it appears to be quite a task to remove it from the aqueduct in which it is precipitated while the water is on its way to the receiving reservoir. Congress is tardy in meeting the demands for appropriations to keep the aqueduct free, and the result is that the difficulty is enhanced and quarterly expenditures will be made necessary as each year’s accumulation of sediment finds lodgement within the acqueduct. The consumption and waste of water is very great in Washington city, and steps should be taken to abridge the waste of water. The plan suggested fox preventing the pollution of the water of the receiving reservoir is a study, of course, governed by the local conditions surrounding the reservoir, and is worthy of imitation in many water-works plants and watersheds. The natural obstacles in the way of its consummation are more than ordinary, and the progress of tlie work of tunneling under the present aqueduct for the discharge conduit will be watched with growing interest. In the report allusion is made to a structural defect existing in the aqueduct, occasioned by the use of rubble stone in place of brick, which was discovered on inspection of the aqueduct in September, 1891. “ There had been several slides from the roof and sides of the tunnel ” are the words of the report. The subject of filtering the water of the Potomac is considered, and suggestions are made with reference to the expense involved therein. It would seem as if the question of filtration certainly appeals to the authorities of Washington with greater force than it does with any other water supplied city, from the fact that the aqueduct line is constantly exposed to the action of a diminishing factor of daily discharging capacity which will no doubt exercise the skill and ability of Col. Elliott to keep deposits of sediment down to the lowest figure of possible daily accumulation.
