SCIENTIFIC application of commonsense principles in construction of buildings, particularly high buildings, would make the work of firemen much easier and much more effective. The following paper read at the Virginia State Firemen’s Convention on “Co-operation between the Departments and Architects and Builders,” is an excellent presentation of the subject: This topic is one that very few, if any, have given the thought and attention which it deserves. It seems almost impossible to fathom the depth and magnitude of thoughts which suggest them, selves to one’s mind when we attempt to search into and unfold the magnificence and grandeur contained in the one word co-operation expressed in the topic, nor can we conceive the near relationship existing, or rather which should exist, between firemen, architects and builders
The President of the United States maps out in his annual message the formula or plan which suggests itself to his mind as to the best need of the government, and recommends to congress such plans and specifications as seemeth best for the good of the country. Congress, after mature deliberation, builds upon this a structure of laws called a constitution. This constitution is handed to the people, who practically defend the same against all enemies of whatever character, even to the sacrifice of their lives if necesary. If discord should arise, and if there be no hearty co-operation between the President, congress and the people, what direful results are promulgated ! My friends, there is nothing to be more desired and for which we should more earnestly strive than harmony. And how are we to obtain this without co-operation ? Cooperation is the very secret of success in every undertaking of life ; without it there can be no royal road to success; all things must prove a failure.
