Mayor McCarthy, of Richmond, Va., if he cannot build “castles in the air,” it is reported, is determined, if possible, to have towers in the air to protect the city against fire. In connection with the electric power plant proposed for the city, he would have big water towers erected on high points in Richmond, with electric pumps at their bases that will supply the tanks as fast as drawn off to extinguish fire, the power to run the pumps to he supplied by wires from the central electric plant. A tank of the character suggested, recently erected to supply water to Lee district, delivered the water with such force that wherever the plumbing in the district was defective the pipes burst. Mayor McCarthy (it is said) holds that, although the initial cost of the system would be large, the economy of its use would be great.
