Water and Water Rights in Arizona.
Much opposition has arisen among the people of Arizona to the following article upon water and water rights, which was adopted by the Constitutional Convention :
Section 1. All natural streams and lakes within the boundaries of this State, capable of being used for the purpose of navigation or irrigation, are hereby declared to be the property of the State.
