FOR the future, if the local board of underwriters at Lynn, Mass., can succeed in getting an ordinance to that effect through the city councils, the care of electrical installations will be placed in the hands of a qualified inspector. Direct supervision is urgently called for, in consequence of many instances of insufficient insulation, improperly laid wires, and dangerous connections having been met with. If it were as possible as the local underwriters think it desirable and recommend, the National electric code should be incorporated in the proposed new ordinance.

PRESIDENT MCKINLEY has been authorized by the House Committee on Foreign Affairs, (acting favorably on the joint resolution to that effect) to invite Great Britain to join in the formation of an International Commission—four from each government—to consider the diversion of waters along the boundary of the United States and Canada. The inquiry is designed particularly to ascertain the effect on the level of the great lakes caused by improvements at the Welland canal, Sault Ste. Marie canal, and the Chicago drainage canal. The inquiry covers the entire lake region, including all the waters of the lakes and rivers whose waters flow by the river St. Lawrence to the Atlantic ocean. The joint resolution has already passed the Senate.
