Recently the authorities decided to purchase some new steam engines; but instead of calling in the manufacturers of engines whose qualities have been fully tested, and who are prepared to supply the best machinery of this kind known to the fire service in any part of the world, the Philadelphians make a contract with a local machinist, who, if he ever built a single steam fire engine before, has failed to achieve a reputation among either builders or users of such apparatus. He may be able to make good engines, machines that will stand the wear and tear of many years of hard usage, but it is problematical. It is a narrow policy that will take chances of this kind simply for the sake of encouraging home productions. Had the contracts been awarded to any of the well-known fire engine builders, the city would have obtained machines warranted to last, carrying every modern improvement which the experience of these manufacturers has led them to adopt, and would have been assured of possessing the best apparatus obtamable. The construction by a local manufacturer of unfamiliar machinery must at best be experimental, ami no city is warranted in making experiments in matteis of such vital importance as fire apparatus, especially when there is a number of large and responsible firms that make a specialty of constructing this particular kind ot machinery. Possibly Philadelphia may get her money’s worth out of this contract, but the precedent thus set is a dangerous one, and will almost inevitably result in loss sooner or later. 1 he city authorities should purchase a modern telescope that will enable them to see beyond the city limits.
