Question as to the advisability of adopting a service charge in water works has long been debated pro and con, each side adducing arguments to prove themselves in the right.

With properly adjusted water rates the service charge should not prove a burden on the consumers. Certainly it is the most equitable way of covering certain expenses which are fixed charges against the water works and which it would not he equitable to raise by increasing the rates. Common-sense and a little reasoning will show that the latter method is unjust as a small user would he charged as much in proportion as the larger consumer and would therefore carry a heavier proportion of the burden than he should.
