Wood to bring to a successful conclusion. His great talents in the engineering line were made known during the latter part of the Civil war, immediately after he had graduated from West Point. The work he did in that one year and a little more earned for him promotion to the rank of lieutenant-colonel He served several years in the Corps of Engineers,some of which brought him into favorable notice at Philadelphia, where, as already stated, he did some wonderfully good work upon its river and harbor. On the accession of a reform administration in that city, he received three years of absence from the United States government, and was appointed chief of the water department, which then stood in need of a thorough overhauling, so as to be redeemed from the chaotic condition into which it had fallen, owing to its being altogether in the hands of politicians. While in office Gen. Ludlow had to fight tooth and nail against the tricks that were vain of these cunning conspirators against the pnblic weal,and,owing to his independence and zealous labors,he managed to effeet a very great improvement in the works. His honesty of purpose, however, and the resentment which he showed against the hindrances thro wn in his way by the political leaders in Philadelphia so roused their wrath against him as to make his re-engagement impossible when his three years had expired. Philadelphia was thereby rendered so much the poorer, while the Federal government was by the same cause enabled to make use of his services as an officer of Engineers. On the outbreak of the war with Spain he was made a brigadier-general, and served with distinction both in Cnba and the ' Philippine Islands. His health broke down while engaged in these regions and he returned an invalid. His death left his record unclouded as that of one who knew only how to do his duty faithfully, honestly,and intelligently.
