THE FULLER BILL DEFEATED.

The Fuller bill, authorising the New York State water commission to investigate the water of the State, with special relation to power capacity and to report to the governor next year, failed of passage by thee votes in the senate. The vote was 23 to 4. Many senators dodged the vote. This was so marked that Senator Cobb, who voted for the hill, said: “There is a very strange silence about this hill. If the Senate does not want the hill, why not say so? I)o the Senators fear to come out against it?” The hill is reported to imbody the ideas of Gov. Hughes towards an investigation into water power conditions. After the failure of the Fuller hill, Sen ator Agnew, who has a similar measure, got it out of the finance committee’s hands and had it advanced to third reading immediately after the defeat of the Fuller bill.
