Sykes Chief of Portsmouth
Assistant Chief W. B. Sykes, Portsmouth, Va., has been appointed head of the department as part of a number of changes made by City Manager Charles F. Harper.
Sykes entered the department in 1909 as a driver. He was made Assistant Chief by Mr. Harper on January 18, 1936.
