These factors included life hazards, type of construction involved, contents afire or exposed, adjoining structures and their occupancies, actual fire and location, equipment available for fire fighting operations, possible help available if needed, the water supply, weather, time, season, structural exposures, need of special apparatus, street or road conditions, first aid or ambulances, access to fire area, ventilation, and safety to firemen.
