"The attention of chief and company officers is hereby invited to the following extract from General Order No. 12, dated June 13, 1919: ‘Chief officers and company officers shall be held responsible for the efficiency of the companies in reporting at fires with a sufficient number of drivers, chauffers, tillermen and members to properly man and operate the apparatus and to handle all implements. In case of accidents or other extraordinary conditions arising which cannot be covered by a written order, the deputy chiefs of department in charge of divisions in the two platoon district shall make such temporary changes and details as necessary to cover the emergency, said details not to exceed the period of one tour, and in all cases a special report shall be forwarded to the chief of department stating the condition and reasons for such detail.’ This order shall be strictly adhered to, as it has come to the attention of the chief of department that it is, at times, being evaded.”
