Requirements to Obtain Funds Through Highway Safety Act

Under provisions of the National Highway Safety Act, two standards have been developed that are of particular interest to the fire service. They are Standard 11, “Emergency Medical Services,” and Standard 16, “Debris, Hazard Control and Cleanup.”

Standard 11 was written to ensure prompt and adequate emergency medical care for traffic victims both at the accident scene and during transportation to a hospital. Standard 16 covers, among other things, extrication of auto crash victims, communications and training. Separate program manuals for each standard have been published to provide guidelines for state officials in implementing these standards. The manuals also can be used by community emergency medical service advisory councils or rescue squads to plan local services.
