To individual instruction have been added competitive company drills which, by arousing a good-natured spirit of rivalry, have served to stimulate interest among officers and men. A marked advance has been made in the stations, in the increase of motor equipment and the corresponding elimination of horses and horse-drawn apparatus. “The estimated amount of $42,000 for the purchase of five pieces of apparatus, which would do away with all horses now in service, may at first seem more of an expenditure than can safely be undertaken at this time,” Chief Daggett says, “but when it is considered that the average yearly outlay on one of our gasoline hose wagons would barely defray the cost of shoeing a horse for the same period, to make no mention of the charges for forage and veterinary care of the animal, it will be seen that the longer these changes are postponed the greater will be the ultimate expense to the city. For this reason I urge them, either in whole or in part, at the earliest moment expedient.” To the duties of the department has been added the supervision of the public and private garages to the number of about 1,200, the maintenance of which is now governed by the state law and regulations of the district police. The principal duties imposed by the workings of the law are confined to office work and inspections by the chief of the department, as the local representative of the district police. Later, however, the services of two or three of the other officials of the fire department will be required upon practically continuous inspection duty for a considerable period. The chief recommends three new motor ladder trucks, two additional motor pumping engines, to cost $42,000.
