Reason for Ford’s Veto
President Ford vetoed a bill authorizing appropriations for the National Fire Prevention and Control Administration because it contained a provision that would allow Congress to prohibit the commitment of funds to build a National Fire Academy. The President urged Congress to pass a bill he could accept.
Ford explained that the prohibition could be done by concurrent resolution of Congress and that this type of provision “would seriously obstruct the exercise of the President’s constitutional responsibilities over executive branch operations.”
