One of the advantages is the increase of the public favor toward the water works. The citizens are naturally inclined toward the utility— be it a municipal institution or privately owned enterprise—which shows a tendency toward public spiritedness in all of its dealings. The parking of the grounds is one manifestation of this spirit. The act shows that the utility is alive to its responsibilities not only in making the water works a source of health and comfort in providing the necessary water for public consumption, but also in making the surroundings of the buildings and other portions of the water works—which otherwise would be barren and unsightly wastes—a “thing of beauty and a joy forever.’’
