In a circular recently issued by New York Board of Fire Underwriters, the following comment is made on the subject: “The general improvement which has been noted throughout, with the two exceptions mentioned (Beard’s (Erie Basin) and the piers in the vicinity of the mouth of Gowanus Canal), is attributed largely to several activities, all working in co-operation, aided no doubt by the fact that shipping is still not fully up to normal. The activities of the following have, in our opinion, contributed to the improved conditions: 1. Federal Supervisor of New York Harbor, charged with enforcement of the Federal laws prohibiting discharge of oil into the harbor waters. 2. New York City Fire Department. 3. New York City Police Department. 4. Ship Owners Co-Operative Committee. 5. Pier Owners Co-Operative Committee. 6. Survey Department, New York Board of Fire Underwriters.”
