Fourteen months ago amid considerable fanfare, President Johnson signed the Fire Research and Safety Act of 1968. The act provided for the establishment of a 20-man commission to evaluate the nation’s fire service and to consider the standardization of apparatus and equipment. It also authorized the establishment of a fire research center and the development of a broad program of research, training, education and data gathering.
