Leal, president of the association, waiter Wood, of the Owego Water Company, reported the progress made in clearing up the matter of valuing and assessing private water companies. Mr. Wood spoke instructively on the present crude method of assessment with reference to the franchise tax, and also took up the matter of paving in its relation to the value of water power plants. These points were well covered in discussion by Messrs. Sherman and Sawyer, if Utica, and Waverly respectively. Replying to questions, Mr. Wood voiced the just opinion that water companies Should be taxed proportionately with other property holders in the towns where located.
