NEW YORK CITY WATER BILLS.

A dispatch from Albany, N. Y., is responsible for the statement that Governor Higgins, after consultation with Assemblyman Agnew, is of opinion that several amendments will be proposed to the State Water Commission bill. One of these Mr. Agnew admits will provide that any decision rendered by the State water commission with respect to the right of any municipality to avail itself of water outside of its jurisdiction would be reviewable by the courts—the concession for which Assistant Corporation Counsel Guy, of New York city, has been contending. If the Agnew bill passes in that amended form, and Mayor McClellan’s bill is also put through, the mayor will have won his fight. It seems to be the understanding that both bills arc to be passed. The Ulster county opponents of allowing this city to take water from that county deny emphatically that they are influenced by any interests they may have in any private water company, and point to the fact that they have written to Senator White, telling him that, if he would introduce a bill to prevent any private company securing any further rights in Ulster county, They would go to Albany to urge its pass-
