Investigation of the bureau of combustibles of the fire department of New York, conducted by Raymond B. Fosdick, commissioner of accounts, showed, according to an announcement, that the city was losing about $150,000 a year in license fees, because of a lack of proper supervision. The bureau receives $50,000, although the testimony of witnesses showed that a strict enforcement of the law would bring the receipts up to $200,000. The commissioner has under examination seventy-five tradesmen who sell kerosene oil and other combustibles. It was through their testimony that the license fee difficulty came to light. Commissioner Fosdick is also carrying on an investigation of the bureau of fire appliances No witnesses have been examined in connection with this. The bureau has supervision of the installation of fire-preventing devices in hotels, theatres and department stores. The possibilities of favoritism to manufacturers of certain kinds of apparatus led Rhinelander Waldo, the fire commissioner, to ask for the investigation.
