Assistant Chief W. H. Joynes succeeds the late Chief George C. Shaw as head of the fire department of Richmond, Va. Second Assistant Chief John E. Raffo becomes first assistant chief, Captain O. F. Wise, of engine company No. 4, second assistant and J. S. Jones, secretary of the department, third assistant.
