The amount of water distributed and not accounted for in a great many European cities is about 12 per cent., and a low average in the United States is about 25 per cent.” Recommendation is made for a supervisor who can combine the duties now devolving upon J. H. McConnell, acting supervisor, and the assisting engineer. “The position of supervisor demands the services of a man who can command about $4,000 a year,” Mr. Cappelen holds. “If my recommendation is favorably acted upon a position that he would be able to fill with honor to himself and the department, can be found for Mr. McConnell. I further recommend that a man to he known as a leak engineer be engaged. His duty would be to examine districts and try to detect leaks, so that we may be able .to cut down the so-called unaccounted water to a minimum, thereby saving money in pumping, purifying and distributing.”
