At the recent review of the Metropolitan fire brigade in Victoria Park, London, Lord Rosebery undertook the task of reviewing, and the Lady Margaret Primrose, his second daughter pinned the medals on the tunics of the firemen who had earned them and distributed certificates for bravery to the winners. In his speech after the ceremony Lord Rosebery showed a due appreciation not only of the services of those who had won the right to wear the medals or to whom had been awarded the certificates of honor,but of the whole brigade, which he said was the “pet service of the London county council" as well as the “pet service of the people of London.” His lordship added that this arose first and foremost from the circumstances that the fireman stands between ihe citizens and the ravages of conflagration and does his best to minimize the loss by death which is still so seiious. That some had just been rewarded for courage did not mean that those rewarded deserved it more than those who were not—only that they had the opportunity and they used it as all the others would do when the opportunity should turn up.
