That is to say The State of Massachusetts will now become a seller of water by wholesale, while Boston, by the surrender of its plant, will be reduced to the level of a mere retailer of water—a privilege for which it must pay eighty-five per cent, of the whole cost of the maintenance of the Metropolitansystem; which means that the Bostonians will be severely mulcted financially, in order that other municipalities may receive the maximum supply of water at minimum cost.
