The insurance companies have raised their rates 25 per cent, everywhere, owing, as they claim, to losses sustained throughout the country last year, and it is a mean assertion to make that the local condition of Memphis necessitated their action. As it happens, Chief Carroll has been sustained. He is an intelligent and very capable fireman.
