IN the Hering-Trautwine report on the water supply of Philadelphia strong testimony was given in favor of the meterage of water. The writers earnestly recommended the adoption of the system for Philadelphia, with the perfect confidence that the private consumer would thus be given full and ample use and enjoyment of all water for bis needs and comfort at no greater cost, and probably in many cases at even less cost than the present rates impose. The meter is not proposed to prevent one citizen from depriving another of his rightful share of water.
