A good start has been made in the instruction of company members at the drill tower, but drills with engines and in handling ladders in unfavorable locations are much needed, and company schools for the study of hydrant and box locations, building conditions and similar matters would be of advantage. The introduction of the two-platoon system, while slightly increasing the day strength, has resulted in a considerable decrease in night strength which is only partly offset b' the response of the platoon off duty. The supply of 2 1/2-inch hose is ample and proper attention is given to its maintenance. but full benefit of the meager supply of 3-inch hose is not obtained. Minor equipment is lacking on reserve ladder trucks and in a few essential items on apparatus in service; heavy stream appliances, while fairly well represented, lack a ladder pipe to aid in reaching fires_ in high buildings. Motorization, rearrangement of the running card, and the elimination of call men, with the necessity of repeating alarms manually on tower bells, have increased the speed of response and resulted in the improvement of ladder and chemical service. Pumping capacity of engines is adequate. Fire methods in general are good but, although all companies are provided with maps of the water distribution system, lack of familiarity with the system is indicated bv the choice of hydrants at a recent large fire. Information obtained from inspections of buildings has not been fully utilized for the instruction of company members. Improvements made since the previous report have materially improved protection to the city.
“The fire alarm system is not a part of the fire department, but is under the same general supervision; it is mainly well maintained by an experienced electrician. Fire alarm equipment is located in a non-fireproof building having severe exposures and the internal hazards of a fire station and poor electric wiring. Equipment is in good condition, but capacity has been reached. Batteries are well located and well maintained, sufficient in quantity and well supplied with spare parts.
