WHEN the St. Charles, Ill., Fire Department relied completely on outdoor public alarms to alert volunteer personnel, they were often faced with a limited turnout. “Sometimes, it was only a 20 percent response,” said Chief Arthur Van Leirsburg. This was a major problem for the township fire protection district, one of the largest in northern Illinois.
