City firemen won a long fight to secure damages from the city for injuries sustained in the line of duty, in addition to the money received from the firemen’s benefit fund, when the council passed over Mayor Davis’s veto an ordinance allowing the claims of Captain S. H. Kavanaugh, hurt in an accident in September, 1917, while he was on his way to answer a fire alarm. The ordinance allowing Kavanaugh’s claims was introduced into council in April by Councilman Dittrick, and, after being repeatedly tabled and referred to committees, was passed by council, only to be vetoed by the mayor at the request of Safety Director Sprosty. Sprosty, Tuesday, in reviewing his reasons for recommending the veto, declared that passage of the ordinance opened the way for every fireman injured “while on his way to or from work" to claim damages from the department.
