City Wants to Borrow More Freely
The officials of Philadelphia, Pa., are endeavoring to bring about a constitutional amendment that will enable the city to borrow more freely. Director Datesman, of the Department of Public Works, is quoted as saying: “The constitutional amendment to be voted on granting loans up to ten per cent of assessed valuation, for all purposes, is necessary. It will cure the injustice that was done when the three per cent increase amendment was confined to transit, wharves, docks and ferries. The Water Bureau and Transit Department interests are interlocking and inseparable. How can there be development of through transit facilities without equal expansion of water works? Besides the needs of millions of dollars for water works, there is need of $10,000,000 for 125 miles of highway repaving. The city should have home rule to use her rights to borrow.”
